How I address fellow students who don't pull their weight

Hey J____,
I am going to try to say this with a sufficient level of professionalism.  First let me start by saying that you were not included in this week's assignment.  The reasons should be self-evident, but I do not want to make the assumption that you know what the reasons are.  Before I go into those details however, I would like to express that I find it hard to believe that you are not intentionally trying to perpetrate the fraud that you actually are not intentionally waiting until after all the work is done and the assignment is ready to submit on the day it is due to have the audacity to chime in and ask what you should do for the assignment.  Additionally, our team addressed this with you after the farce with last week's assignment.  I would be lying if I didn't admit that I think you are trying to play the system and duck out of doing any of the work but still get the grade by riding on what everyone else has done.  
But--- I could be wrong, so perhaps this will explain it better...
The University of Phoenix distance learning courses last for 5 weeks.  Assignments are given in one week increments.  The first day of the academic week begins on every Tuesday and ends at midnight every Monday night (Arizona time).  Learning team members who are serious about their course work generally employ time management skills and collaborate early in the week (Tuesday or Wednesday) in order to work out who will be doing what for that week's assignment.  It is imprudent to anticipate that a learning team will wait until hours before the end of the week to try to coordinate and complete that week's assignment.  
Therefore--
Learning Team members who are inconsistent in their communication with the rest of the team and do not otherwise participate in completing the team assignment are unduly placing an additional burden upon the other members of the team who must complete the work for the above mentioned team member.  Not only is this behavior unprofessional and unacceptable, it leaves the rest of the team with a tendency to exclude said member from receiving credit for work he or she did not do.
Furthermore--
It is incumbent upon all team members to make every effort to consistently communicate effectively with the rest of the team by the means that is most accessible for the team.  It is not the responsibility of the team to chase down individual team members by other means of communication in order to facilitate those members doing their share of the work--- ain't nobody got time for that.
In conclusion---
This is not rocket science and this is not a baby sitting service.  If you choose to not participate, please do not insult the rest of the team's intelligence by propagating the idea that you are genuinely trying to do your part at the very end of the week because I, for one, am not buying it.
